Holli Higgins advises and defends school districts on a wide range of legal issues, including labor and employment, special education, and general liability matters. 

Prior to joining Stevens Clay, P.S., Holli gained substantial experience in federal court. Holli clerked for the Honorable Thomas O. Rice at the United States District Court for the Eastern District of Washington. Holli also defended federal agencies and prosecuted federal misdemeanors as a law clerk at the United States Attorney’s Office for the Eastern District of Washington.

Holli loves to spend time with her family living throughout Washington, Idaho, and Montana. In her spare time, you can find Holli running the Centennial Trail or browsing local antique shops with her husband.  

Holli is the Administrative Director for the Junior League of Spokane and the Chairperson for the Spokane County Bar Association’s Intellectual Property Section.
